San Pedro Waterfront Project Expands Tenant Mix West Harbor, the 42-acre waterfront development in San Pedro, announced three new tenants and a slate of fall and holiday programming on October 6, building momentum from its summer operation as an official Los Angeles World Cup 26 Fan Zone. The new additions include Wagbar, a 21,000-plus-square-foot off-leash dog park and social bar; Tierra Azul, a Baja Coastal Grill & Bar; and Sno Swell, an island-inspired frozen treat concept. The three leases represent 22,410 square feet of retail and restaurant space.
New Tenants and Concepts Wagbar will operate as an open-air venue where dogs can play while owners enjoy beer, wine, cider, coffee and non-alcoholic beverages. The space will also host dog-focused events, rescue and adoption partnerships and community programming. Tierra Azul will serve made-from-scratch Mexican cuisine inspired by the coastal flavors of Baja. According to the announcement, "A tequila-forward bar program will feature handcrafted margaritas, palomas and signature cocktails made with fresh ingredients." Sno Swell brings "premium island treats to the waterfront with Hawaiian-style shave ice made with real fruit purees, soft serve yogurt, Dole whip, chocolate-dipped bananas and specialty beverages." Eric Johnson, Senior Project Executive for West Harbor, said: "What we saw this summer with the Fan Zone events demonstrated how much demand there is for new ways to spend time along the LA Waterfront. We want West Harbor to be a place people return to, whether for a meal, a workout, an event or simply an afternoon stroll along the harbor."
Programming Calendar West Harbor is rolling out recurring and seasonal programming through early 2027: Waterfront Farmers Market debuts October 20, operating every Tuesday from 3 to 8 p.m. near Berth 77 Park with local farmers, hot and packaged foods, arts and crafts and other vendors. The inaugural event includes live music, a petting zoo and pony rides, with $5 market tokens distributed to attendees during the first two hours. Infinite Challenge 5K/10K Run, Walk, Festival & Concert is scheduled for October 17, marking the U.S. debut of an event that drew 20,000 participants in Seoul and Busan. The West Harbor version will feature a waterfront fun run, K-Pop performances, photo zones and games. Harbor Glow, running November 20 through January 3, 2027, will transform the amphitheater space into a timed-ticketed immersive light experience for the holidays. Holidays by the Sea returns December 5 with a holiday tree lighting, Santa visits and festive activities near Berth 84 Park and the Los Angeles Maritime Museum, in collaboration with the Port of LA and City Council District 15. Well Harbor, an ongoing waterfront wellness series, offers yoga, strength training, movement and mindfulness classes at Berth 77 Park led by local wellness partners.
Existing and Planned Attractions West Harbor already operates San Pedro Fish Market, Starbucks, Berth 77 Park and harbor experiences including Harbor Breeze Cruises and the Los Angeles Maritime Institute. Announced future tenants include Yamashiro, the 175-foot SkyStar observation wheel, a 6,200-seat harbor-facing amphitheater, pickleball and padel courts, and additional dining and entertainment concepts. The development, led by Jerico Development and The Ratkovich Company in partnership with Osprey Investors, SSA Marine and the Port of Los Angeles, spans one mile of direct waterfront access.
Why It Matters
For operators, West Harbor represents a major mixed-use waterfront play positioning San Pedro as a regional destination ahead of the 2028 Olympic Games, when sailing events will be held at the Port of Los Angeles. The tenant announcements signal momentum in activating public waterfront space with both established concepts and new-to-market offerings, a model increasingly relevant as coastal redevelopment projects compete for consumer time and spending.
