Regulatory Green Lights

PMI U.S. is broadening the ZYN nicotine pouch portfolio on two fronts simultaneously: expanding its flagship dry pouch lineup from two strengths to four and launching ZYN ULTRA, a higher-moisture oral nicotine pouch format. The moves follow back-to-back FDA authorizations that give the brand a unique regulatory standing in the fast-growing smoke-free nicotine category.

In January 2025, ZYN became the first nicotine pouch authorized for sale in the United States after a comprehensive FDA scientific review. The regulatory milestones accelerated from there: in June 2026, the FDA issued modified risk tobacco product (MRTP) orders for 20 ZYN products—the first and only nicotine pouch to receive that designation—authorizing PMI U.S. to communicate that using ZYN instead of cigarettes carries lower risk of mouth cancer, heart disease, lung cancer, stroke, emphysema, and chronic bronchitis. Then in August 2026, the agency issued marketing granted orders for 11 ZYN ULTRA products, including ten 9 mg and one 11 mg strength.

What's New in the Portfolio

The dry pouch lineup, previously available in 3 mg and 6 mg, now includes 1.5 mg and 8 mg options, giving retailers and hospitality operators a four-tier strength ladder across 13 flavors—from Cool Mint and Black Cherry to Dragonberry and unflavored variants. ZYN ULTRA, the moist-format line, enters the market under consumer-facing names such as Arctic Mint, Wintergreen Blast, and Signature Smooth, offering a differentiated tactile experience aimed at adult consumers transitioning from moist smokeless tobacco products. In Q4 2026, the 3 mg and 6 mg dry variants will shift to 20-count cans, a package size PMI U.S. says research identifies as preferred by legal-age consumers.

"Consumer choice matters. And we will continue to innovate to ensure we provide a portfolio of products that meet legal-age adults' diverse preferences so they can move away, and stay away, from combustible cigarettes," said Stacey Kennedy, CEO of PMI U.S.

Implications for Operators and Retailers

For convenience retailers, tobacco retailers, and hospitality venues that carry smoke-free alternatives, the ZYN expansion signals a maturing category that increasingly mirrors the tiered architecture of beverage industry portfolios—multiple formats, dosage levels, and flavor profiles engineered for distinct consumer occasions. The MRTP designation in particular provides retailers with a new marketing narrative: unlike standard authorized products, MRTP-labeled goods permit explicit reduced-risk messaging at retail, a potential driver of trial among adult cigarette smokers who frequent foodservice and hospitality settings.

PMI U.S. manufactures ZYN entirely in the United States, with production facilities in Owensboro, Kentucky, and a newly opened 148-acre, approximately 780,000-square-foot campus in Aurora, Colorado, that began commercial production in July 2026. The domestic supply chain position is a selling point for operators navigating restaurant and hospitality procurement decisions shaped by supply reliability and sourcing transparency.

PMI U.S. states that all ZYN products are intended exclusively for adults 21 and older who currently smoke or use another nicotine product, and the company says it actively supports measures to prevent underage access.
